Memo to Christine Johnston <br />bleat Elk Coal Refuse Compaction <br />page 4 <br />control will be successful, that it would be appropriate for the <br />Division to place several conditions on the West Elk permit. <br />(1) All proctor test reports will contain size gradation <br />information for the 1/4" minus, 1/4" to 3/4", 3/4" - 3", and <br />the 3" plus fractions of the samples analyzed. If rock <br />correction is completed the report should note the fact. The <br />selection of sub-method to be applied shall conform strictly <br />with the recommendations within ASTM standard method D-698, <br />section 5. All reports shall state the sub-method used in the <br />analysis. <br />(2) Following the completion of each density determination <br />performed in the field the technician shall excavate the <br />detection sphere surrounding the probe in order to determine <br />the apparent proportion of coarse rock within the measured <br />zone. Manufacturer's recommendations for the specific <br />apparatus being used should be provided and adhered with.
