The proposed quarry site is located 5 miles <br />east/southeast of Blackhawk at an approximate elevation of 7,500 feet. Present during the inspection were Alex Schatz of <br />Banks & Gesso, LLC on behalf of the applicant. Digital photographs were taken and are attached to this report. <br />2. Attention was given to permanent man-made structures adjacent to and near the proposed quarry entrance from State <br />Highway 119. There was a gas station and convenience store located 850+ feet east of the proposed quarry entrance, <br />located on the south (Clear Creek) side of State Highway 119. Visible permanent man-made structures that appear to be <br />within 200 feet of the proposed quarry entrance include light poles along the south side of State Highway 119 and an <br />Office Building and storage pond south of State Highway 119, owned by the Black Hawk/Central City Water Sanitation <br />District. The Office Building and storage pond owned by the Black Hawk/Central City Water Sanitation District is not <br />shown on the applicant's August 19, 2005 Exhibit C -pre-Mining & Mining Plan Map. The applicant will need to provide a <br />revised copy of Exhibit C prior to the Division's recommended decision on the Regular 112 Application, File M-2004-067 to <br />include these features. The Black Hawk/Central City's Wastewater Treatment Plant is shown on Exhibit C provided by the <br />applicant. There were also a number of light poles along State Highway 119, some of which are within 200 feet of the <br />proposed quarry entrance and some of which are more than 200 feet from the proposed quarry entrance. The light poles <br />are shown on Exhibit C provided by the applicant. The location of the proposed quarry entrance was estimated to be <br />approximately 25+ feet west of the existing entrance with locked red gate. Photographs of the light poles, water <br />treatment plant, Black Hawk/Central City Sanitation District Office & storage pond, convenience store, and proposed site <br />entrance are attached. <br />3. There are two (2) drainages that occur within the proposed affected land boundary and one (1) additional drainage <br />outside of the affected land boundary but within the permit boundary of the proposed MMRR Quarry. All three (3) <br />drainages are ephemeral and were dry at the time of inspection. The drainages within the proposed affected land <br />boundary exhibited a bedrock controlled, and/or rocky bottom and were vegetated with a variety of woody riparian <br />vegetation. This inspector and Mr. Schatz inspected these drainages and noted that the vegetative cover in both <br />drainages also included a sparse cover of wheatgrass and fortis such as fringed sage. The list of trees and shrubs that <br />dominated the vegetative cover of these drainages includes the following: ponderosa pine, juniper, narrow leaf willow, <br />vibes sp., cottonwood, mnt. maple, mnt. mahogany, and woods rose. Photographs of the culvert, drainages, and <br />vegetation were taken. <br />4. Photographs of the hillsides in the areas proposed for waste rock storage, the plant site, and the quarry were taken. <br />The hillsides in these areas were dominated by mnt. mahogany shrubs and were sparsely vegetated with junipers and <br />pines. There was little, if any, noticeable grass growth. Spaces in between the woody vegetation seemed to be covered <br />by loose rock. Photos of these features were also taken. <br />5. There were no eagles, hawks, or other raptors noted in the proposed quarry and surrounding area throughout the <br />inspection.
