• (Page 2) • <br />MINE ID # OR PROSPECTING ID # M-74-092 <br />INSPECTION DATE 02/03/99 <br />INSPECTOR'S INITIALS ESC <br />This was an inspection of the Harlow Pit conducted by Erica Crosby of the Colorado Division <br />of Minerals and Geology. Douglas Dowling representing Dorn Ready Mix was present during the <br />inspection. Weather conditions on site were cool and very windy. Ground conditions were <br />dry. <br />The mine site is located 3 miles East of Fort Morgan, between the South Platte River and <br />Interstate 76. The permit area encompasses 40 acres. The mining and reclamation permit was <br />issued on June 27, 1979. The site was last inspected by the Division on August 8, 1985. The <br />bond currently in place is in the amount of $6,000.00. <br />The site is an active wet mining operation. Groundwater is encountered at three (3) feet <br />below the ground surface. The permitted depth of the pit was 30 feet. According to the <br />operator, the area was re-mined a number of years ago with a dragline to a depth of over 60 <br />feet. The completed pit area is roughly 6.7 acres in size and is connected to a one-acre <br />active pit by a channel roughly 30 feet in length. The channel was created in order to leave <br />the crushing and screening facility in place. The slopes of the completed pit area are <br />roughly lh:ly. The slopes do not meet the 3h:ly configuration noted in the permit and do not <br />meet the requirements of the permit or the Rule 3.1.5(7) of the Construction Material Rules <br />and Regulations. Unless otherwise approved by the Division, all slopes of a lake or pond <br />shall be no steeper than a ratio of 2h:ly, except from 5 feet above to 10 feet below the <br />expected water line where slopes shall be no steeper than 3h:ly. Due to the length and depth <br />of the pit, the operator will need to provide the Division a plan to achieve the required <br />slope configuration. <br />A mine sign was posted at the entrance to the site. A temporary asphalt batch plant, owned <br />by Western Mobile, was located in the unmined portion of the permit area. The location of the <br />asphalt batch plant will need to be refrenced in the permit. Topsoil piles were noted on the <br />south end of the site. The piles will need to be seeded with a temporary seed mix if they <br />are to remain in place for longer than one year. <br />Upon further review of the permit, the following information must be submitted to the <br />Division to be in compliance with the Rules and Regulations; <br />• Update the permit with the current mine plan, and pit depth. <br />• Include the asphalt batch plant in the permit. <br />• Provide the Division with a plan to reclaim the pond slopes 3h:ly from 5 feet above to <br />10 feet below the water line, and all remaining slopes to 2h:ly. <br />See page 4 of this inspection report for compliance due dates. <br />The Division currently holds a $6,000.00 bond to reclaim the site. The Division will <br />reevaluate the bond based on reclamation to be performed on site including grading the pond <br />slopes, topsoil replacement and revegetation. The operator will be notified of any <br />additional bond increase. <br />At the time of the inspection, the operator provided the Division a copy of the Gravel Pit <br />well Permit Application and the substitute supply plan. The water Commissioner on April 14, <br />1998 approved the substitute supply plan. <br />
