Both trout and bass thrive in the ponds. <br />The ponds are not fed by the South Platte River; they are fed by <br />hydrodynamic ground water (also the source of the existing fresh <br />water springs) moving toward the river. <br />Conclusion <br />The only departure from the original reclamation plan is the <br />size and shape of the north pond. As we noted, this change <br />occurred because of the landowner's request. <br />REC0~4MENDAT IONS <br />1. Kilgroe-Atchison owns none of the buildings or structures <br />mentioned and would be in violation of the law if they were removed. <br />The recommendation cannot be followed. <br />2. See Annual Report map. Specification aggregate is to be <br />sold. Soil material in the berm will be used in future reclama- <br />tion phases. See the Frei technical revision Por details. The <br />scales will be removed by March 15, 1981. The Staff's recommenda- <br />tion will be followed. <br />3. The areas not now topsoiled, such as the central area, <br />cannot be topsoiled. Although the quality of the topsoil is <br />questionable, it is what is available. The SCS did not recommend <br />soil amendment or organics. There are no areas that could not <br />receive adequate topsoil. we believe the recommendation is based <br />on incorrect interpretation of observation and that it cannot be <br />followed. <br />4. Implementation of this recommendation would be in direct <br />conflict with the wishes of the landowner and would invite legal <br />action against this corporation. The areas in question are com- <br />pacted and rocked because that is what Mr. ~Porthing desires. <br />5. This material, like the structures and building, is •not <br />owned by Kilgroe-Atchison. Removal would constitute theft. <br />6. The ponds were created for the breeding and rearing of <br />different sizes and species of fish. If we combine the lakes, <br />that use will be destroyed. The Frei technical revision speaks <br />to a partial reworking of the four-lake configuration. We <br />believe the Frei revision will supply an acceptable response to <br />this item. <br />
