III. COMMENTS -COMPLIANCE i wi1 ~~f C_8~_p~
Ps /, ~D~-o~ ~
Below are comments on the inspection. The comments include discussion of observations
made during the inspection. Comments also describe any enforcement actions taken during
the inspection and the facts or evidence supporting the enforcement action.
This was a complete inspection of the Twin Pines Mine conducted by Jim Stark of
CDMG. The bond for this site was forfeited after the Operator completed
reclamation and received a Phase I Bond Release. The weather cool and overcast
and the ground was dry.
The coal sales/tipple area was well vegetated and in good condition. The area was
grazed this summer but there was no active grazing at the time of the inspection.
The remaining sediment pond (pond 001) contained a small amount of water in the
bottom. The pond appeared to be well vegetated and in good condition. There
were no erosional problems seen at the coal sales/tipple area at the time of the
inspection, The access road is a county road, which was well maintained and in
good condition.
The portal area is well vegetated and in good condition. There were no erosional
problems observed at the portal area of the Twin Pines Mine. The upper part of the
road to the portal area is showing some minor rilling but is in overall good shape. This
upper part of the road has been filling in with vegetation over the past several years,
a trend that should continue since the landowner has completely blocked motor
vehicle access to the area. The sediment pond at the portal bench (pond 003) was
well vegetated and in good condition. This sediment pond was dry at the time of
the inspection, The sediment pond below the portal bench area (pond 004) was
also well vegetated and in good condition. This pond was also dry at the time of the
inspection. The remaining highwall still appears to be stable and remains in good
condition.
Overall both areas at the Twin Pines Mine are well vegetated, stable and in good
condition.
