MINE ID M-2006-078 INSPECTION DATE: 1214/2006 INSPECTOR'S INITIALS: cmr <br />OBSERVATIONS <br />This inspection was in response to a new mine permit application submitted by the Flatiron Constructors Inc. <br />The permit application is to establish a 30-acre borrow material surface mine just west of Interstate 25 near the <br />town of Fredrick. This pre-operational inspection was conducted pursuant to Section 3.2.7 of the Mineral Rules <br />and Regulations. Chris Rowe of the Division of Mining, Reclamation and Safety (Division) carried out the <br />inspection. Tony Rathbun, Mike Hart, and John Stippish were present from Flatiron Constructors Inc. <br />The current land use is rangeland. The area is relatively flat, with no significant natural features present. <br />Grasses dominate the vegetation; there were no apparent weeds on site. The grasses appeared vigorous and <br />the range condition would be considered healthy. Cows were grazing on the site during the inspection. <br />The site is accessed from an unimproved ranch road off of County Road 20.5. The access road is not part of <br />the proposed permit area, and is not expected to be improved. The Idaho Creek Resources mine runs along <br />the west side of the proposed mine. Asemi-improved road runs just north of the proposed boundary. The <br />Gooding Ditch comes within 60 feet of the southeast corner of proposed boundary. There is an oil well and <br />associated pipeline toward the center of the site. An existing excavation was noted on the northeast corner of <br />the site. The site has a fence running around it perimeter and another fence bisects the site from north to <br />south. This site is in the South Boulder Creek alluvial area and groundwater is about 5 feet below the ground <br />surface. <br />While entering the site a neighbor (Bud Hopper) stopped by to express concern about anticipated heavy truck <br />traffic on CR 20.5. <br />After the inspection Mike Hart, John Stippich and I took a driving tour of nearby mine sites where compact clay <br />liners were installed.
