Of Quarry <br />Operations <br />SCOPE: <br />This report summarizes a storm water inspection and subsequent file review of the Red <br />Canyon Quarry, an active quarry owned by Robert Stack and operated by Rocky Mountain <br />Materials & Asphalt, Inc. located in El Paso County, Colorado. This inspection was part of a <br />multi-media inspection including the U.S. Army Corps of Engineers (Corps) and the EPA 404 <br />group. <br />Rocky Mountain Materials & Asphalt, Inc. holds Colorado Discharge Permit System <br />(CDPS) permit number COG500809 for non-process storm water from the quarry. EPA received <br />a citizen complaint indicating that the quarry had discharged storm water in violation of its permit <br />and caused considerable sedimentation on property down gradient of the quarry. The purpose of <br />the inspection was to verify the compliance status of the quarry with its storm water permit. <br />Prior to the inspection, The Colorado Department ofPublic Health and Environment <br />(CDPHE) was notified in writing of EPA's intent to inspect the Red Canyon Quarry. Mr. Stack purchased the site in 1973, but did not start active mining at this location until <br />approximately 1985.
