An NPDES (National Pollution Discharge Elimination System) permit <br />should be obtained, if not already accomplished, from the Colorado <br />Department of Health concerning the discharge of the "sump water" into <br />the irrigation ditch via an outlet pipe. <br />12. The drainage control system should address the (oil-laden) water <br />issuing from the broken irrigation pipe and flowing into the irrigation <br />ditch. <br />13. The asphalt batch plant should be included in the permit/affected <br />land boundary and discussed in the Mining and Reclamation Plans. Spill <br />and contamination management should be addressed. <br />14. The 1985 Annual Report, Map and Fees require submittal. Please <br />provide these immediately. Failure to submit them may constitute a <br />(possible) violation of Rule 2.42. <br />15. A technical revision or amendment requires submittal addressing: <br />1) all the aforementioned recommendations; <br />2} any differences, practiced or planned, from the approved permit; and, <br />3) a mining plan map (1 inch = 200 ft.) outlining the: <br />a) actual permit boundaries, <br />b) affected land boundaries, <br />c) irrigation ditch location, <br />d) concrete batch plant location, <br />e) asphalt batch plant location, <br />f) building locations, <br />g) overburden and topsoil stockpile location, <br />h) any and all access roads, <br />i) discharge point of asphalt-batch plant sump, <br />j) topography (contour interval = 5 feet). <br />4. A Reclamation Plan Map with a scale of 1 inch = 200 feet and contour <br />interval of 5 feet. <br />16. The drainage control plan should be devised immediately, to <br />mitigate the off-site effectes of its absence.
