Mr. Tim McComb from <br />Montezuma County Road & Bridge accompanied the DMG inspector through out this inspection. The Mancos Gravel Pit is a 110 <br />county permit, approved for 9.9 acres affected area lapproximately 8.2 acres pit area and 1.7 acres access road areal. The pit is <br />located approximately 1.5 miles NE of Mancos, along the west side of county road 42, in portions of the W 1l2 of the SW 1 /4 of <br />Sec. 22, T36N, R13W, NMPM, at 7440' elevation. The operation is active. <br />All Rules referenced within this report are taken from the Construction Material Rules and Regulations of the Colorado Mined Land <br />iieelametion Board, effective 10/95. If the operator does not posses a copy of the current Rules and Regulations, one may be <br />roquested from the DMG office in Denver for 58.00. <br />Mine identification sign was erect and displayed the necessary information. Affected area appeared to be contained within the <br />approved area. One pedmeter marker was located along the north boundary of the permit area. The operator indicated that the <br />lease area was delineated by an existing gas pipeline along the north side and fence lines on the south and west sides. The lease <br />area encloses an area greater than the 9.9 acres approved as the area to be disturbed by this operation. Rule 3.1.1212) requires <br />that the permit area be marked, conditions of the 110 Limited Impact permit require that the total affected area be no greater than <br />9.9 acres. Additional perimeter markers are necessary as required by Rule 3.1.12121. <br />3.1.1212) The boundaries of the affected area will be marked by monuments or other markers that are clearly visible <br />and adequate to delineate such boundaries. <br />lel for Limited Impact 1100perations the permit boundary for the purposes oT this Rule shall be considered <br />the effected area; <br />Topsoil had been stockpiled along the north side of the pit area. Vegetative cover on the stockpiled topsoil was sparse and consisted <br />of some grasses and weeds. Despite the lack of protective vegetative cover for the stockpiled topsoil, erosion of the topsoil was <br />not evident. Rules 3.1.9(1) and 131 addresses the establishment of vegetative cover over stockpiled topsoil. <br />3.1.911) Where it is necessary to remove overburden in order to mine the construction material, topsoil shall be <br />removed and segregated from other spoil. If such topsoil is not replaced on a backfill area within a time <br />short enough to avoid deterioration of the topsoil, vegetative cover or other means shall be employed so <br />that the topsoil is protected from erosion,..., and is in a usable condition for reclamation. <br />3.1.913) Topsoil stockpiles shall be stored in places and configurations to minimize erosion and located in areas <br />where disturbance by ongoing mining operations will be minimized. Such stockpile areas must be included <br />in the affected areas and subject to all reclamation requirements. The Board may require immediate <br />planting of an annual and/or perennial on topsoil stockpiles for the purpose of stabilization. <br />Weeds were observed on the stockpiled topsoil. Rule 3.1.1016) requires the operator to employ weed control methods. <br />3.1.1016) Methods of weed control shall be employed for all prohibited noxious weed species, and whenever invasion <br />of a reclaimed area by other weed species seriously threatens the continued development of the desired <br />vegetation.
