- III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments.include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />On July 29, 1994, a partial inspection was conducted at the Marr Strip Mine. <br />Conditions at the mine were partly cloudy with intermittent light sprinkles from <br />thunderclouds. The area of North Park is experiencing a server drought as <br />classified by the Palmer Drought Index <br />George Patterson and this inspector toured the areas that have been recently <br />reclaimed . The two "pods" of excess overburden that were identified in the <br />Division's bond release adequacy have been removed. The west pod had been <br />marked, surveyed and material around the stakes was removed leaving pillars. <br />This material estimated at 300,000 yds2., had been moved to the base of the <br />steeper sloped sections in the 720 area. <br />A portion of the steep slope portion of the west-central side of the 720 area was <br />topsoiled. The slopes in this area were measured with a abney level for slope <br />steepness. The areas topsoiled averaged 4:1 which is well within the 3.5:1 <br />slopes approved in the permit application. <br />A dozer was working the southwest slopes of area #1. These slopes were <br />identified in the bond release adequacy as being steeper than the approved 3:1 in <br />this area. <br />Roads were in excellent condition; they were well graded and the ditches had <br />been re-cut. <br />The operator gave this inspector a copy of the grazing plan for this year. <br />
