<br />III. Comments - Compliance <br />Below are particular issues with regard to any of the above compliance items. Enforcement <br />actions resulting from failure to comply with the Act, Rules and Regulations, and the permit <br />also are Identified below. <br />Signs and Alarkers (4.02) <br />1. Perimeter markers should be installed so as to clearly delineate the permit area <br />boundaries, prior to permit issuance. <br />Revegetation (4.15) <br />1. The portion of the topsoil pile outside the permit area boundary should be <br />removed prior to permit issuance and the affected area should be graded, tops oiled <br />and reseeded by October 31, 1983. <br />2. Cut and fill slopes and portions of the topsoil stockpile should be reseeded in <br />the fall, prior to October 31, 1983. Seed should be raked into the soil and a <br />mulch should be applied after seeding. Hay with asphalt tackifier, macerated paper <br />(hydromulch), or a tacked down erosion control mat is recommended on the slopes. <br />Prior revegetation attempts on steep south facing slopes in the general area <br />have not been successful, in most instances, unless the above procedures have been <br />implemented. <br />
