Long <br />Division Direcror <br />RE: Special Focus Inspection Issues At Trapper Mine, Trapper Mine, <br />Permit No. C-81-010, Trapper Mining, Inc. <br />Dear Mr. Luke: <br />The Division would like to take this opportunity to summarize the <br />progress in resolving the concerns or suggestions that surfaced <br />during the in-office review of Trapper's permit application, held <br />during the week of August 26, 1996, and the September 3 and 4, 1996 <br />field inspection at Trapper Mine for this special focus inspection. <br />OFFICE REVIEW <br />1. On page 4-222 of the permit application, OSM believed that two <br />statements needed clarification. The first statement was "The <br />baseline data did not adequately define the expected TSS <br />values from the Trapper Mine drainages." OSM was concerned <br />that this statement could mean that the Division approved a <br />permit application without adequate baseline data. <br />The Division has examined this first issue and believes that <br />there is no cause for concern. In the paragraph which contains <br />this sentence, the operator was attempting to explain why <br />there were three extremely high values of TSS, averaging 20400 <br />mg/1, obtained on March 14, 1980 from water sampling in the No <br />Name drainage, as shown for site S-5 in Table 4.8-8 on page 4- <br />209 of the PAP. Apparently, the operator surmised that these <br />anomalous readings were due to the effects of mining plus <br />background effects that had not been pic)ced up in the baseline <br />study. Examination of the TSS levels for all of the water <br />monitoring sites listed in Table 4.8-8 shows that these data <br />
