III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This aerial inspection was conducted by the Colorado Division of Minerals and Geology. The <br />inspection was flown on July 27, 2000. No problems with compliance were observed during the <br />overflight. The digital images were examined on August 1, 2000. <br />Roads <br />The road at the east mine was dry and passable, as was the entrance road to the west mine. The <br />entrance roads to the train loadout were in good shape. There was some black stain from coal on <br />Highway 133 at the loadout. <br />Facilities <br />No problems with facilities were observed at the east mine. Most of the facilities have been <br />dismantled at the west mine. There was almost no coal left at the highway coal stockpile. <br />West Ridge Waste Pile <br />There were no signs of erosional gullying or slope geotechnical instability. <br />Hydrology <br />The pond at the West Ridge waste pile was dry, as was the pond at the west mine. The silt fence <br />was up at the west mine bench outslope. The vegetation on the outslope appeared to be brown <br />and dry. The straw bales may need to be replaced on the back side of the west mine main topsoil <br />stockpile. There appeared to be some water in the highway coal stockpile pond. , <br />Topsoil Stockpiles <br />There was no erosional gullying at the west mine main topsoil stockpile.
