A site inspection was made of the Road Runners Rest II operation in response to several <br />citizen complaints regarding possible impacts to groundwater wells. Present during the <br />inspection were the following: <br />Robert Stahl, DWR-Water Commissioner, District 2 <br />Steve O'Brian (Environment, Inc.) <br />Jerry Harris (Suburban Reddi-Mix) <br />Russ Bartz (Aggregate, Inc.) <br />Jackie Wilhelm (citizen/well owner) <br />Pete Zarlengo (citizen/well owner) <br />2. A citizen complaint was received from Ms. Jackie Wilhelm over the telephone on 6/22/2000. <br />Ms. Wilhelm requested Division participation for an informal meeting with the parties listed <br />above including the District 2 Water Commissioner. During the meeting, this inspector <br />discovered that there are two (2) separate parties that will be submitting a written <br />complaint regarding adverse impacts to their wells from mining operations in the area. These <br />parties are Ms. Jackie Wilhelm and Mr. Pete Zarlengo. These 2 parties appear to have <br />registered wells within 600 feet of at ,least 1 active mining operation. At the informal <br />meeting, a general discussion was held to discuss the process that the Division of Minerals <br />& Geology will employ to evaluate the pending concerns. Subsequent to the informal meeting, <br />the Division will enlist the cooperation of the Office of the State Engineer to develop a <br />strategy for evaluating the possible impacts to groundwater. <br />3. A brief inspection was made of the Road Runners Rest II pit with Mr. O'Brian and Mr. <br />Harris. This inspector verified that the operator was dewatering the northern lake and <br />discharging to the South Platte River. The water level in the southern lake appeared to be <br />slightly higher than the northern lake. Subsequent to this report, the Division will check <br />with the Office of the State Engineer (OSE) to verify if the Road Runners Rest II pit is in <br />compliance with all pertinent requirements of the OSE. <br />4. The Division's current strategy for evaluating the possible impacts to groundwater (wells) <br />includes the following: <br />Evaluate whether all active, nearby alluvial sand & gravel operations are in compliance <br />with appropriate requirements of the OSE, ie: well permit, TSSP, augmentation plan, etc. <br />Are the wells of concern properly qualified for protection of water rights under State <br />statutes, ie: are the wells completed into the first aquitard, are the wells registered, are <br />the wells within 600 feet of an active mining operation, are the wells functioning properly? <br />Has a properly qualified well experienced an adverse impact, and is the impact attributed <br />to a particular mining operation or a combination of operations, or is the impact attributed <br />to causes other than mining? <br />
