Immediately cease and desist from failing to salvage <br />and stockpile all available topsoil. <br />2. Submit a conversion/amendment to permit N77-232• <br />Which accurately reflects existing conditions and proposed changes at <br />the mine site. <br />CIVIL PENALTY <br />Pending Board Action. <br />CLARIFICATION OF RIGHTS <br />In clarification of rights of recipients of Notice of <br />Violation, Cease b Desist Order, and Civil Penalties, parties are <br />advised to consult the Colorado Mined Land Reclamation Act and the <br />State Administrative Procedures Act. <br />Nothing herein contained, particularly those portions <br />requiring certain acts to be performed within a certain time, shall <br />be construed as a permit or license within to violate any provision of <br />the Mined Land Reclamation laws and regulations promulgated thereunder <br />or to engage in any prospecting or mining operations within the State. <br />Persons concerned with judicial review of the provisions <br />of this order are advised to consult C..
