III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />On February 21, 1997, William J. Carter, representing the Division of Minerals and Geology, <br />performed a complete inspection of the Ohio Creek number 2 mine site. The weather was clear <br />and cold. Having just snowed overnight, the entire site was covered with about one foot of snow. <br />Roads: <br />The county road into the site and the turnaround area were in very good condition. <br />Hydrologic Balance: <br />• The sediment pond and collection ditch were visible, and appeared in stable condition. <br />• Both the ditch and the pond did not appear to contain any water, only the snow that had <br />fallen into them. <br />Backfill and Gradine: <br />• With the snow cover, the entire site, except for the collection ditch and the sediment pond, <br />blended into the surrounding azea. <br />• The site appeared stable at this time, with no slumping or other movement at this time. <br />Topsoil. <br />The topsoil pile just east of the sedimentation pond appears stable, and properly signed at this <br />time. <br />Fish and Wildlife: <br />No wildlife or tracks were observed at the site during this inspection. <br />
