III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the New Horizon Mine for the month of June, 1996. <br />The Rice Tract has god vegetative cover to hold erosion in check for the season. However, a <br />majority of the stand is Russian thistle. The perennial species planted there are coming on and <br />will most likely drive out the Russian thistle in a few years. There are some areas where the <br />grasses are not very prominent that may need to be tilled and reseeded this fall. Several species <br />of perennial grasses and forbs were noted. <br />The irrigation system at the New Horizon Mine was working well. All runoff from the irrigation <br />appeared to be going to pond no. 7. The first hay cutting had been completed on the irrigated <br />pasture, south of the county road, that is owned by to the operator. <br />Sediment ponds 005 and 004 were inspected to determine if they were holding any water or <br />new sediment accumulations after the recent rain storms. Both ponds were dry. Very little <br />sediment appeared to be attributable to recent rain storms. The pond slopes appear to be stable <br />with minor rills noted. <br />
