III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the
inspection and the facts or evidence supporting the enforcement action.
This was a partial inspection of the New Horizon Mine for the month of June, 1996.
The Rice Tract has god vegetative cover to hold erosion in check for the season. However, a
majority of the stand is Russian thistle. The perennial species planted there are coming on and
will most likely drive out the Russian thistle in a few years. There are some areas where the
grasses are not very prominent that may need to be tilled and reseeded this fall. Several species
of perennial grasses and forbs were noted.
The irrigation system at the New Horizon Mine was working well. All runoff from the irrigation
appeared to be going to pond no. 7. The first hay cutting had been completed on the irrigated
pasture, south of the county road, that is owned by to the operator.
Sediment ponds 005 and 004 were inspected to determine if they were holding any water or
new sediment accumulations after the recent rain storms. Both ponds were dry. Very little
sediment appeared to be attributable to recent rain storms. The pond slopes appear to be stable
with minor rills noted.
