III. COMMENTS -COMPLIANCE (L~~T C G~~-,7~~ <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Hayden Gulch Loadout conducted by Jim <br />Stark of CDMG. The loadout is currently in temporary cessation. The weather was <br />warm and overcast and the ground was dry. <br />Availability of Records: All of the records were available at the Montgomery Watson <br />Harza offices in Steamboat Springs. For more details on the records see the records <br />checklist at the end of this inspection report. <br />Signs and Markers: All of the required signs (including the mine ID sign, permit <br />boundary markers, topsoil stockpile markers, etc.) were in good shape and properly <br />displayed. The small area to the north of US 40 was also appropriately marked. <br />Roads: Haul Road 1, Haul Road 2 and the access road to the office were all in good <br />condition. These roads have not been used for a number of years but they remain <br />stable and do not show any signs of erosion or other problems. These roads are <br />beginning to fill in with vegetation as a result of not being used. Access to the <br />loadout is via the Tie-Across-Haul-Road of Seneca Coal Company. This road was also <br />well maintained and in good condition. <br />Hydrologic Balance: -The loadout truck loop pond (pond 1) contained a small <br />amount of water. The pond was well vegetated and appeared to be stable and in <br />good condition. <br />- The loadout rail loop pond (pond 2) was dry. The pond was well vegetated and <br />appeared to be stable and in good condition. <br />-The sumps leading from the ditches to the rail loop pond (pond 2) were all dry. <br />These sumps appeared to be stable and in good condition. <br />- All of the ditches appeared to be well vegetated and stable. There were no <br />problems due to erosion observed in any of the ditches. All of the ditches were dry <br />at the time of the inspection. <br />-The three culverts that are under the conveyor and the culverts running under the <br />rail line were all clear and in good condition. <br />TOpsOj1: All of the topsoil stockpiles were well vegetated and in good condition. The <br />topsoil marker signs were in place and in good condition. <br />Fish and Wildlife: There was no wildlife observed on the site at the time of the <br />inspection (although there were signs that deer and elk had been on the site <br />recently). <br />
