III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection, The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />area had also been recently graded. The approved plan (TR-41) to put in lateral ditches as part of <br />the PM-8 and East Wadge Pit area repair plan has not yet been implemented. The erosion that <br />has occurred in PM-8 at the upper end and lower end (riprap washed out and liner exposed) <br />should be repaired as soon as practicable to ensure compliance. <br />Backfill & Grading and Topsoil <br />The landfill area located above Stock Pond T4 in the southwest portion of the permit area has <br />been reclaimed by backfilling and grading. Topsoil from nearby Topsoil Pile P was redistributed <br />at this location. The upper end of Postmine Channel PM-10 was impacted during the backfilling <br />and grading and should be replaced to its original design. Likewise, Stock Pond T4 appears to <br />have been impacted to some extent by the reclamation and should be returned to its original <br />design configuration. <br />Suouort Facilities <br />The boneyards and facilities areas were inspected. The old boneyard has been fully reclaimed <br />and there is no scrap materials remaining at the former boneyard site. The facilities/shop and the <br />new boneyard still have some SCC materials remaining at these locations. The buildings still <br />remain in place at both the new boneyard and the facilities areas. <br />Reclamation Success <br />Overall the reclamation at the Seneca II Mine site looks good. The Wolf Creek and Wadge Coal <br />mined areas are stable with no significant erosion noted other than those areas already identified <br />on the 2007 Rill & Gully Survey. <br />
