<br />(Page 3) <br />MINE ID # OR PROSPECTING ID #: M-77-393 <br />INSPECTION DATE: 4/6/00 <br /> <br />INSPECTOR'S INII-IALS: ESC <br />Upon further review of the file it appears that [he City of Boulder has o~ntacted the <br />Division regarding backfilling the clay pit using clean fill imported from outside the <br />permit area. On 2/24/00 and 3/15/00 the Division provided the City of Bo~llder with <br />information regarding "inert material," and the procedures to incorporate the information <br />into the mining and reclamation plan. The written notice was never submi~=ted to the <br />Division, and according to Glen Carriere material has been hauled into the site over the <br />last 3-4 years. Regardless, it is the operator's responsibility (Varra) to provide the <br />Division notice of any proposed backfill activity not identified in the approved <br />reclamation plan. Therefore, the operator will need to provide the Division with a notice <br />of backfilling with inert material that meets the definition in Rule 1.1(:0) and <br />performance requirements of Rule 3.1.5(9). A copy of the rules is attached for reference. <br />See page 4 for compliance due dates. <br />South of Coal Creek <br />The disturbed area south of coal creek was reclaimed in 1995 and 1996. The: area was <br />broadcast seeded under the approved reclamation plan. A few overburden Files were <br />regraded or used over the last three years, specifically piles 23, 25 and 26. In <br />addition, interim seeding has also taken place on the site under the City of Boulder Open <br />Space program. The city also plans to plant a number forbs on site this spring. <br />Desirable vegetation has established on site, but the operator will need to continue <br />controlling the spread of Knapweed. Glen Carriere stated that additional reclamation will <br />take place on the "burn area" and removing berms along coal creek. In addition, some <br />reseeding will take place where vegetation has not established. <br />The Division was unable to locate a mine identification sign on site. Rule 3.1.12 <br />requires a sign be posted clearly visible from the access road with the name of the <br />operator, a statement that a reclamation permit for the operation has been issued by the <br />Colorado Mined Land Reclamation Board and the permit number.
