(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-77-393 <br />INSPECTION DATE: 4/6/00 INSPECTORS R`~ITIALS: ESC <br />OBSERVATIONS <br />This was an inspection of the Jenkins Site conducted by Erica Crosby of the Division of <br />Minerals and Geology. Christopher Varra and Brad Janes of Varra Companies, Inc. ("Varra") <br />were present during the inspection. Glen Carriere of City of Boulder Open Space was also <br />present during the inspection. Weather conditions on site were clear and warm and ground <br />conditions dry. <br />The Jenkins site is located 3 '~ miles south of Superior in Boulder County, Colorado. The <br />entire 233-acre permit area is located on land owned by the City of Boulder. A private <br />agreement exists between Varra and the City of Boulder Open Space whereas Varra will <br />maintain the permit and the City of Boulder will complete the remaining reclamation on the <br />site. It should be noted that Varra is the operator/permittee of the Jenkins site and is <br />responsible for all mining and reclamation activity under the permit. <br />The 112 mining and reclamation permit was issued to The Denver Brick and Fipe Co. on <br />6/1/82. The permit was transferred to Varra/Frontier on 2/25/87 and then transferred to <br />Varra Companies, Inc. on 11/13/95. The City of Boulder is in the process of acquiring the <br />mining and reclamation permit from Varra. Glen Carriere stated that the Transfer of <br />Permit and Succession of Operators Form was signed by the City and sent to Varra for <br />signature. The Division has not received the transfer application to date. <br />North Sorrow Area <br />Varra reclaimed a majority of the site in 1995 and 1996. The north borrow area was <br />backfilled and graded in 1995. The borrow pit lies on top of a hill that was at one time <br />mined for clay. The slopes in the interior portion of the pit have been graded to <br />approximately 2h:ly. The pit daylights towards the east allowing surface water runoff to <br />drain out of the pit. The approved reclamation plan specifies that all slopes will be <br />reduced to 3h:ly at the time of reclamation. The pit slopes will need to be regraded to <br />achieve the approved reclamation plan. In addition, very little vegetatio.a has <br />established on the pit slopes due to the lack of suitable topsoil. Knapwe~=_d continues to <br />be a problem on the site, in particular around the access road upper porti~~n of the North <br />Horrow Area. The operator will need to continue weed control methods as d~:scribed in the <br />permit. The operator should be reminded that stipulation #2 to the approv;~l of technical <br />revision TR-002 requires that the areas of heavy clay be covered with a mi~iimum of 10" of <br />non-clay overburden for the purpose of site reclamation. <br />The City of Boulder has placed roughly 4,000 cy to 5,000 cy of borrow material in the <br />north borrow pit area. The piles cover an area of approximately 5-acres iss size. The <br />area was surveyed using a Global Positioning System (GPS) and corrected us=.ng the Trimble <br />Pathfinder Office Software. Please see attached map for further detail. Glen Carriere <br />stated that the City of Boulder has been hauling fill in from off site ove1~ the past 3-4 <br />years. The source of the material comes from other city open space areas(l:rojects, <br />irrigation ditches and fines from the water treatment facility. A visual inspection of <br />the piles note a combination of soil, concrete, wood poles, wood trunks and water <br />treatment fines. Glen Carriere stated that the City of Boulder will eventLially move in an <br />additional 22,000 cy of material from open space at Sombrero Marsh located at 63rd and <br />Arapahoe. <br />
