(Page 2) • <br />t <br />MINE ID # OR PROSPECTING ID # M-83-084 <br />INSPECTION DATE August 4, 1997 INSPECTOR'S INITIALS TAS <br />1. A site inspection was made of the Snowstorm Placer to begin evaluating the extent of <br />disturbance and the adequacy of the existing $118,534 reclamation cost and bond. <br />2. An aerial photograph of the Snowstorm Placer taken in August, 1996 was given to the <br />Division to aid in the evaluation. An enlargement of the same photograph was retained by the <br />operator. The scale of the photograph has been determined to be 1" 240'. Based on this <br />scale the extent of affected land as of August, 1996 was approximately 60 acres. The <br />operator had previously reported the affected land to be 79 acres. <br />3. Measurements were taken of the large tailings impoundment in the northwest portion of the <br />permit area. The extent of disturbance appears to be 15 acres. The current reclamation plan <br />specifies that the tailings impoundment will be reclaimed to a mountain meadow with high <br />altitude grass species. There is a dike and berm around the periphery of the tailings <br />impoundment which will need to be regraded during final reclamation. There is also 990 <br />linear feet of embankment along the north end of the tailings facility that is composed of <br />sand at a 1:1 slope and will need to be stabilized prior to financial warranty release. <br />There is evidence of rill erosion along the sand embankment. The west and south portions of <br />the tailings embankment have already been stabilized with coarse gravel and cobbles. The <br />east boundary of the tailings facility contains a sand highwall approximately 12 feet high <br />that will need to be reduced to a stable slope during final reclamation. <br />4. Reclamation tasks that will need to be performed at the tailings facility in order to <br />create a mountain meadow are as follows: <br />a. reduce 420 linear feet of 12' highwall to a 3:1 slope; 840 cubic yards <br />b. stabilize 990 linear feet of embankment 10' high ~ 1:1 slope; 513 cubic yards <br />c. regrade periphery dike and berm, 100'wide x 4'high x 2550 linear feet; 37,778 cu.yd. <br />d. finish grading 8 acres of tails to final contours; 12,907 cubic yards <br />e. revegetate 15 acres to mountain meadow with grass mix, incorporate stave mulch at 2T/Acre <br />5. The reclamation plan does not specify that topsoil or stave mulch will be applied to the <br />tailings facility during final reclamation. Since the consistency of the tails is a sand- <br />sandy loam there is a high degree of erodability.
