•
MINE ID aY 012 PROSPECTING ID # M-1978-172
INSPECTION DATE 3 3/ 1 /00
(Page 2j •
INSPECTOR'S INITIALS RCO
This inspectic n was performed by the Division as part of its monitoring of 112 Construction Materials permits. The operator
was contactf:d about the inspection and a time was arranged to jointly inspect the site. The operator's representative
named on pa3e one was present throughout the inspection.
The site was identified by a pemit ID sign posted at the entrance gate to Phase I, which lies on the east side of the permit
area. An exi.;ting county road bisects the site. After Phase I is finished, the road will be realigned toward the north so
Phase II may be operated without a road through the site or disturbance to the public. The boundaries of the permit area
are marked by fenceposts (mainly on the north) and by topographic features lon east, west and southl. The site lies on
a dry upland bench and narrow ridges with steep slopes. No down slope areas are in the permit.
The site was not active at the time of the inspection, though numerous pieces of mining equipment were present. The
operation bei7ins with the stripping of topsoil and overburden. The overburden layer is at least ten feet thick, requiring a
creative appn~ach to stockpiling and use of it on the site. It is currently taken by scraper farther south on Phase I, just north
of the reclaimed part.
The extreme southern end of Phase I is nearly fully reclaimed, requiring only adequate revegetation. It currently exhibits
a uniform carp of kochia. It has not been additionally disturbed since reclamation began there.
The excavati ~n is carried out in an orderly manner, by dozer and loader, moving the highwall slope toward the north. Most
of the pitrun is processed for gravel or botching. The processing equipment belonging to Delta County will be delivered
here from another pit soon, and will be here for much of the spring.
Sediment anj runoff control is accomplished by berming the edges of the areas being mined. As the edge areas are
reclaimed, tF.e berms are pulled in by excavator, to protect the slopes from erosion and sloughing.
There is no cisturbance yet to Phases II, III or IV. They are still vegetated and contain only a few dirt roads. The permit
area is kept in a clean condition, with no weeds or debris.
There were no other items observed or discussed during the inspection, and no problems noted.
