III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />This partial inspection of the Carbon Junction Coal Mine was conducted by DMG staff from the <br />DMG Durango Office, 701 Camino del Rio, Room 125, Durango, CO 81301, phone (970) 247- <br />5469. <br />Mine identification sign was posted at the mine entrance. Permit boundary markers were <br />posted. <br />Sediment Pond 1, located at the far south end of the permit area, was dry, no discharge noted. <br />The pond embankment, inslopes and bottom were well vegetated and stable. Primary and <br />secondary spillways appeared to be clear of sediment and debris, and capable of functioning <br />as designed. <br />Sediment Pond 2, located along the west side of the permit area, was dry, no discharge noted. <br />The pond embankment, inslopes and bottom were well vegetated and stable. Primary and <br />secondary spillways appeared to be clear of sediment and debris, and capable of functioning <br />as designed. <br />Sediment Containment Ditch for Pond 2 Evidence of erosion and sedimentation was <br />observed in the sediment containment ditch which conveys affected area drainage to Pond 2. <br />Rock check dams were intact for the upper portions of the ditch. However, maintenance clean <br />out of sediment between the check dams is necessary to ensure their continued function and <br />to ensure adequate capacity for the ditch. Evidence of erosion was observed in the steep slope <br />portions of the ditch. Maintenance of the rock check dams for the steep portions of the ditch is <br />necessary to ensure stability and function of the ditch. <br />
