Colowyo C-1981-019 <br />16 October 2007 <br />Pg 4/6 <br />Hydrologic Balance (cont.): -Sump 1 was full at the time of the inspection but was <br />not discharging. The sump was stable at the time of the inspection. This sump was <br />cleaned in late summer. <br />-Sump 2 was full at the time of the inspection but was not discharging. The sump <br />was stable at the time of the inspection. This sump was cleaned in late summer. <br />-Sump 3 was full at the time of the inspection but was not discharging. The sump <br />was stable at the time of the inspection. This sump was cleaned in late summer. <br />-Sump 4 contained water approximately one foot below the top of the sump and <br />was not discharging at the time of the inspection. The sump was stable at the time of <br />the inspection. This sump was cleaned in late summer. <br />-Sump 5 contained water to the top of the sump but was not discharging at the time <br />of the inspection. The sump appeared to be stable at the time of the inspection. This <br />sump was cleaned in late summer. <br />-The operator had a contractor (Anson) on site construction the West Taylor Pond. <br />Anson is construction the embankment. The West Taylor Pond has been completed <br />with the placement of the trash rack on the discharge pipe and the flume to <br />measure discharge being completed since the September 2007 inspection. Tony <br />indicated that their PE was not satisfied with the placement of the flume and that it <br />would be removed and replaced. The pond contained water approximately to the <br />bottom of the discharge pipe and was not discharging at the time of the inspection. <br />The pond embankment appeared to be stable and no erosional problems were <br />noted. Colowyo will seed the pond embankments, the topsoil stockpile for the pond <br />and the borrow area this fall. <br />Backfilling and Grading: -The operator has completed the earthwork with the 101 <br />dragline on the east edge of the East Pit and is almost has almost completed the <br />work with the dozer, which is pushing the remaining material into the "hole" that is <br />there to bring that entire area to grade. It appears that more than 90% of the area is <br />to grade, with only some minor grading and blending remaining. The operator thinks <br />that this area will to grade and tied in so it can be topsoiled and seeded this fall with <br />the other areas that are scheduled for topsoiling and reseeding. The 101 is currently <br />walking along the highwall of the open East Pit performing reclamation work. The <br />operator is also dumping spoil from the 1 14 truck/shovel operation which is currently <br />removing X-Seam overburden from the West Pit. A portion of the east pit, where the <br />new Tri-State power line crosses, is to grade at this time. **See pictures of this area at <br />the end of this report** <br />-The Operator has completed the earthwork on the Prospect Ditch. The entire length <br />of the channel where riprap is required has been completed. The only part of the <br />drainage that needs to be completed is where it ties-in to the native ground. This tie- <br />in point will be the critical point for the riprap and stabilization. The Division has <br />requested a certified as-built drawing of this drainage in its Permit Renewal OS <br />preliminary adequacy letter. Tony indicated that the area will be tied-in next year <br />when the remaining East Pit reclamation work is completed. <br />- The top of the West Pit overburden stockpile still needs to be removed to the new <br />approved elevation as permitted in Technical Revision 63. <br />
