<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Carbon Junction Mine for the month of May, 1995. <br />All ditches and ponds were inspected and found to be in compliance. Both ponds were dry and <br />stable. All culverts were clear and capable of functioning as designed. <br />Spoil material was being deposited on the fill area during the inspection. The operator must <br />insure that the underdrain is not covered with fine clay material which may ultimately fill and <br />clog the underdrain. Oakridge Energy has retained the services of Savage & Savage to assist <br />Goff Engineering with the design of the diversions for the fill area. It is expected to take until <br />late summer to complete designs and construct the diversions, if ultimately required. <br />Access roads were cut for the future golf course but the work has been halted by the county at <br />this time. A technical revision needs to be submitted to the Division changing the permit <br />boundaries and end land use for the area that is to become part of the golf course. A Phase I, <br />II, and III bond release must also be requested for this area as well. Cutting the access roads <br />prematurely will complicate the release of this area. <br />
