Page 2) <br />MINE ID # OR PROSPECTING ID #: M-io~~-~~~ <br />INSPECTION DATE: 6-a-na INSPECTOR=S INITIALS: inn <br />OBSERVATIONS <br />This inspection was conducted to monitor compliance with the permit, regulations, and the Act. Wayne Adams <br />of Valco. Inc. accompanied me. <br />This permit area was last inspected in December of 1998. The only problem noted , at that time. was that the <br />bond was inadequate. A bond amount was calculated and the financial warranty amount was increased from <br />$5.500.00 to S20,600.00. The disturbed area was about 4 acres and the bond was based on a potential <br />disturbance area of 6.5 acres. The permit reclamation plan states that "......no more than two stases will be in a <br />disturbed condition at any one time." Mr. Adams called me after the inspection and said that Stage II had been <br />mined and reclaimed. That reclamation appears for the most part to have been successful. The present pit and <br />related disturbances are primarily in Stage I and III. The total area of these stases is 12.21 acres. The bond <br />amount should be based on reclamotion of these two stases. No reclamation work has been started in Stases 1 <br />or III. Anew bond amount has been calculated for reclamation of these stapes assuming returning'/z of the <br />overburden (about 5 feet) to the pit floor; reducing remaining pit walls to 3h : lv; replacing 6 inches of topsoil <br />and re-veaetating the Stage I and III areas. it is estimated that about 20% of these two stapes (2.4 acres) will be <br />involved in the 3:1 pit slopes. The estimated reclamation cost takes into account the potential fora %50 failure <br />of the crass seeding only. The Division has calculated that the reclamation cost to the Division, should the <br />Division have to contract out the work, is estimated to be 548,200.00. The estimate and a summary of <br />reclamation costs is attached. <br />A few tamarisk plants have established in the Stage II mined and reclaimed area. This area has not been <br />released from reclamation responsibility. Valco should eradicate these shrubs, since Colorado now lists them <br />as noxious weeds. The presence of a few tamarisk plants is not considered an inspection Problem, at this time. <br />However, if they are not eliminated and they multiply, this could be considered a problem at a subsequent <br />inspection. <br />The permit area could not be entered from US hiahwav 287 due to hiahwav construction. I could not determine <br />whether the permit identifying sign is in place. Mr. Adams thought that it is posted. <br />The pit does not appear to have been expanded much since the last inspection. Overburden and topsoil are <br />being salvaged. <br />The pit is not being operated at this time.
