III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was an aerial inspection of the Seneca II Mine conducted by Harry Ranney of the DMG. <br />Aerial photographs were taken on December 14, 2004. Mike Boulay of the DMG reviewed the <br />aerial photos. The majority of the mine site was snow covered, but weather conditions were <br />cleaz and sunny at the time of the flight. <br />Roads <br />Access roads to the office, shop/wazehouse, and boneyazds had been plowed and were free of <br />snow cover. The County Road leading to the Wadge Impoundment and PECOCO Impoundment <br />had also been plowed and appeared well maintained. From the photos, all other access roads at <br />the mine site were partially snow packed and did not appeaz accessible. With exception of the <br />shop/warehouse and office, there was no activity noted at the mine site at the time of the flight. <br />Hydrologic Balance <br />Site Sedimentation Ponds 002, 004, 008, the PECOCO Impoundment and the Truck Wash <br />Holding Pond were all visible in the photographs. Only a small portion of Pond 003 was visible <br />in one of the photos. Ponds 004 and 008 were snow packed. Ponds 002 and the PECOCO <br />Impoundment were only partially frozen. Several stock ponds wece also visible in the photos <br />and appeazed snow covered or frozen at the surface. It could not be determined from the photos <br />whether or not any of the ponds were discharging. Pond embankments appeared stable and no <br />problems were-noted at any of the sediment pond locations. <br />Support Facilities <br />ThP ch~p/warehause-and-b©neya~are-as were~i.,v~. d~rem-the photos; these facilities aitd <br />perimeter azeas appeazed to be well maintained and no problems were identified. <br />
