• (Page 2) • <br />MINE ID # OR PROSPECTING ID # M-87-040 <br />INSPECTION DATE 09/13/94 ~ INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division as part of its monitoring of 110(2) permits, <br />and to assess the adequacy of the bond amount. The operator was contacted about the <br />inspection but was unable to be present for it. All items noted as concerns or problems have <br />been discussed by phone with the operator. <br />The bond amount ie $5000.00. This amount ie probably insufficient for the required <br />reclamation of this permit. The reclamation cost figures will be recalculated by the <br />Division, and forwarded to the operator for review, before the new bond figure becomes <br />required. <br />This permit area is located in a larger area mined in the past. The surrounding land, <br />especially on the north and east, has had extensive shallow disturbance by gravel mining, and <br />no reclamation. Though the Bite is identified by a sign near the entrance at the highway, <br />there were not markers to adequately delineate the permit area, There were new wooden lathe <br />noted, one each at the northwest and southwest corners of the topsoil pile next to the main <br />pit. These may have been permit boundary markers, but there were no others observed, and due <br />to the surrounding disturbance, the actual permit area extent could not be ascertained. The <br />permit area should be better marked. This is noted as a problem on page 1, with corrective <br />actions on page 3. <br />The pit itself ie about 600 ft long x 200 ft wide, and 20 ft deep. This corresponds with the <br />size approved in the permit. As mentioned above, there ie a topsoil stockpile, along the <br />west edge of the pit.. Pit sides are sloped at 1:1, without serious slumping. There ie no <br />water ponded in the pit. <br />This site ie somewhat near, though not immediately adjacent to, the Coetilla River. The <br />operation is on level ground, and does not appear to be able to contribute to offeite <br />sedimentation. Water percolation is probably rapid in this area. <br />There were numerous scattered stockpiles of gravel and smaller pits, covering several acres <br />to the north. Many were clearly quite old, being partly covered with vegetation. There were <br />no significant piles of material near the main pit assumed to belong to this operator. If <br />the many piles of gravel or other pits to the north are part of this operation, they are <br />outside of the permit area.
