r <br />INSPECTION REPORT - PAGE 2 <br />FILE N0. 83-89 <br />DATE: March 19, 1985 <br />OBSERVATIONS OF IMPORTANCE: <br />1. Mr. Steve Toot, security guard on site, signed for the Notice of Violation <br />and agreed to deliver if to Mr. Jeff Smythe. <br />2. Approximately 10,000 yd3 of wasterock was banked on the west side of the <br />pit; spoiled topsoil was incorporated therein. This wasterock was piled on <br />the east bank of East Plum Creek. <br />3. Approximately 10,000 yd3 of saleable material was stockpiled. <br />4. Approximately 2700 yd3 of topsoil was stockpiled in the northwestern <br />pile; two small stockpiles were located in the Northeast and Southeast areas. <br />5. The pit was estimated at approximately 14 acres. <br />6. Equipment on site was not being operated (crusher, dozer). <br />7. A pit was excavated in the southeast corner of the disturbed area. Ground <br />water was present in the pit. <br />8. Miscellaneous cars, trailers, junk, garbage, an concrete rubble was <br />present. <br />9. Mr. Toot was cooperative throughout the inspection; he related no current <br />sales. <br />RECOMMENDATIONS: <br />1. The topsoil stockpiles should be graded (slopes no steeper than 2H:1V) and <br />seeded for stabilization if left in place another growing season. <br />2. Backfilling of areas where mining is completed should progress; topsoiling <br />and revegetation should follow. <br />3. The pit excavated in the southeast area below the ground water table <br />should be backfilled. <br />4. Reclamation of the wasterock pile on the bank of East Plum Creek should <br />commence. Channel bank stabilization and restoration may be required. <br />5. Junk, rubble and garbage should be removed or buried upon backfilling <br />operations. <br />6. A 112 permit application should be submitted, indicating an increase in <br />affected area acreage with an accompanying financial warranty increase <br />calculated to reflect costs incurred by a third party hired to conduct <br />reclamation of affected acreage; or the continued existence of a 110 permit, <br />given existing affected acreage on-site, should be justified. <br />/.Yt cc 'r f.
