III. Comments - Compliance
Below are comments on the inspection. The comments include discussion of
observations made during the inspection. Comments also describe any
enforcement actions taken during the inspection and the facts or evidence
supporting the enforcement action.
On June 19, 1991 a partial inspection was conducted at the Mt.
Gunnison Mine. Present during a portion of the inspection was
Kathy Welt and during a tour of the mine this inspector was
accompanied by Mike Price.
Future permitting plans were discussed with Kathy Welt. In the
future the Division can expect a revision for a new haul road to
the waste disposal area. The water treatment plant will be
relocated. Additional coal storage will be built next to the coal
crusher building. The mine is currently preparing their response
to the Division's permit renewal adequacy concerns.
This mine has just begun mining coal out of the B-seam. The ramp
down to the B-seam is approximately 2200 feet long at a 14%
grade. This ramp had taken 8 months to construct. The work was
done by a contractor who is currently removing equipment and
cleaning up. This mine plans to eventually put in a longwall in
the B-seam.
The fan at Sylvester Gulch was inspected and no concerns were
noted. The access road and associated culverts and ditches have
been cleaned and appeared to be in good condition.
No concerns were noted with the coal waste disposal area. The
area of the recently approved MR-18 was inspected.
Portals, crusher building, water treatment facility, silo area,
loadout and the location of the proposed bath house were
inspected and all were in good condition.
