III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the inspection
and the facts or evidence supporting the enforcement action
Reveoetation
Interim vegetation cover in the portal area and topsoil stockpiles near the refuse area and adjacent to the lower
road segment is well established and effective.
The noxious weed whitetop is present in various locations in the vicinity of the waste disposal area, along the
roadsides from the waste area vicinity down to the highway, and on the lower road topsoil stockpile. The
whitetop patches need to be sprayed within the next week.
At the Loma Loadout, the western wheatgrass seeded in fall 2004 has made substantial growth in the past
month, and there are numerous vigorous patches of the grass scattered across most of the site. The subshrub
prostrate kochia is also relatively abundant across the site, and there is a scattering of greasewood. Annual
pioneer species are still prevalent, but significantly less abundant than last year. In general, the prospects for
establishment of a satisfactory stand at the loadout look fairly promising. The small patch of Russian knapweed
at the west end of the site appears to have been recently sprayed.
5
