<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action <br />Reveoetation <br />Interim vegetation cover in the portal area and topsoil stockpiles near the refuse area and adjacent to the lower <br />road segment is well established and effective. <br />The noxious weed whitetop is present in various locations in the vicinity of the waste disposal area, along the <br />roadsides from the waste area vicinity down to the highway, and on the lower road topsoil stockpile. The <br />whitetop patches need to be sprayed within the next week. <br />At the Loma Loadout, the western wheatgrass seeded in fall 2004 has made substantial growth in the past <br />month, and there are numerous vigorous patches of the grass scattered across most of the site. The subshrub <br />prostrate kochia is also relatively abundant across the site, and there is a scattering of greasewood. Annual <br />pioneer species are still prevalent, but significantly less abundant than last year. In general, the prospects for <br />establishment of a satisfactory stand at the loadout look fairly promising. The small patch of Russian knapweed <br />at the west end of the site appears to have been recently sprayed. <br />5 <br />
