Rathbun - OSM <br />Joe Dudash -DMG <br />Mike Neuman -TerriMatrix (office record review only) <br />This was a Random Sample Oversight Inspection. <br />The inspection began at the TerriMatrix office in Steamboat Springs, CO. The <br />records for the mine are kept at this private office as there are no facilities <br />remaining at the mine. Credentials were presented to Mr. Neuman prior to <br />initiating the inspection. <br />Current Status: <br />The mine has been backfilled, graded, resoiled and seeded. Generally speaking <br />the disturbed area is divided into the "East" side (330 acres) and the "West" side <br />(32 acres). County Road 53 separates these two areas. The East side was seeded <br />at different times ranging from 1979 to 1986. HGCC has supplied DMG with a map <br />delineating the areas by year of seeding. The West side was seeded in 1987. <br />Phase I bond release has been approved for those lands on the East side. No <br />release as of this date on the West side. The loadout was transferred to the <br />Seneca Mine as a separate permit in 1992. <br />Records review: <br />4 ponds and 2 Small area exemptions serve the disturbed area. <br />Ponds #1, #2, and #3 were reconstructed (spillways) and recertified on January 13, <br />1993. These three ponds are located on the West side. Pond 4 (HG-8), located on <br />the East side was certified as-built on April 14, 1986. All ponds are receiving <br />Quarterly inspections the last being accomplished 1-19-95. The two SAE's are <br />located on the West area and are associated with topsoil stockpile areas. One of <br />the piles (Storage Area B) has been removed while the other (Storage Area C) is <br />still in place. Future use of this material, outside of pond rehabilitation work, is <br />unknown. This will need to be addressed prior to Phase I bond release for the <br />West side. <br />6 seeps have been identified in the reclamation area and are being monitored by <br />H-G with results submitted to DMG on an annual basis. Seep #RSP-5 is in close <br />proximity to a slump area in the South-East section of the East area. The seeps <br />have a pH range of from 6.5 to 8.5 and flows of from 1 to 6 gaUmin. <br />
