A site inspection was made of the Road Runners Rest II Pit to evaluate the terms of the <br />operator's request for Technical Revision No. 005 and to complete the Division's pending <br />evaluation of reclamation costs for the site. Present during the site inspection was Steve <br />O'Brian of Environment, Inc. (representing the operator). <br />2. Under the terms of Technical Revision No. 005 the operator has made several minor <br />revisions to the shoreline configuration of the reclaimed lake in order to maximum water <br />storage capacity. This portion of the permit area has recently been purchased by the Denver <br />Water Board. The operator has also requested that the batch plant, office, and shop area <br />will remain "as is" and that no structures be removed. The acreage of this area has been <br />measured at 2.16 acres and will be reclaimed to industrial/commercial use. The operator has <br />provided sufficient verification from Adams County that [his area is approved for such use. <br />3. The Division has reviewed all current disturbances at the site and has calculated a <br />reclamation cost of $120,000. (See attached costs). This reclamation cost incorporates the <br />changes requested by the operator in Technical Revision No. 005. The existing financial <br />warranty is $68,500. Therefore, there are insufficient funds available to complete the <br />approved reclamation plan. The Division considers [his matter to be a problem and requests <br />that the operator submit a replacement warranty of $120,000 or a supplemental warranty of <br />$51,500 on or before February 29, 1999. As an alternative, the operator may complete $51,500 <br />worth of reclamation tasks to reduce the reclamation liability to $68,500.
