(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1987-143 <br />INSPECTION DATE 9-7-2006 <br />INSPECTOR'S INITIALS SSS <br />This was a routine monitoring inspection of the Gold Links Mine conducted as part of the Division's monitoring program for <br />permitted mine sites in Colorado. Russ Means with the Division was present for the entire inspection. <br />No significant infestations of noxious or other problematic weeds were noted on site during this inspection. <br />The mine identification sign and affected area boundary markers were not observed and must be installed per the requirements <br />of Rule 3.1.12 that state: <br />1) The operator shall post a sign at the entrance to the mine site which shall be clearly visible from the access road and <br />specify the following: <br />a) The name of the operator; <br />b) indicate that a reclamation permit for the operation has been issued by the Colorado Mined Land Reclamation Board; <br />c) the permit number. <br />2) The boundaries of the affected area will be marked by monuments or other markers that are clearly visible and adequate to <br />delineate such boundaries. <br />The lack of an identification sign and boundary markers is noted as a problem with the corrective action(s) and correction date <br />specified on the last page of this report. <br />No significant erosional features were noted on the affected areas of the site. <br />The top of the portal has collapsed behind the steel doors and maybe exposing the workings to unauthorized entrance. This <br />results in the need to include a portal closure cost in the reclamation cost estimate. The enclosed cost estimate includes this <br />figure. <br />There is minimal drainage coming out of the portal. The flow is estimated at 5-8 gpm, a fraction of historically reported flow (+/_ <br />100 gpm). The discharge is clear. Previous sampling determined the water was of a quality that could be discharged to the <br />creek as it did not come into contact with the mineralized zone of the mine. The bench material was previously determined to <br />be primarily country rock. The flow onto the portal bench appears to infiltrate into the bench, as it did historically, though efforts <br />of the operator have cut the flow volume 90-95 percent. This is believed to result in a net improvement of water quality leaving <br />the site due to substantially decreased flows across and through the mine bench /waste rock dump. However, upon <br />restoration of the mine portal, the Division recommends that measures be taken so the drain pipe collects all of the mine <br />discharge and transports it beyond the mine bench waste rock dump. <br />In an effort to ensure the financial warranty remains adequate to reclaim this site per the requirements of the approved <br />reclamation plan, DMG has updated the reclamation cost estimate (copy enclosed). The calculations show that the current <br />financial warranty of $2800.00 is just enough to cover reclamation liabilities at the site.
