III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />Carry over items from previous inspections included: <br />Work was incomplete on the reclamation of the tipple area ponds. <br />ROADS <br />The padlock on the North Haul Road would not open. Access was gained via the Skyline road. <br />BACKFILLING AND GRADING <br />No work had been accomplished since the May 20`h inspection on the reclamation of sedimentation <br />ponds (1, 2, 3 and 4) at the tipple area. Backfill material was still stored on a road to the site to <br />complete the work. There was a little water, but no discharge, from Pond 4. The basins appeared to be <br />capable of retaining water. The reclamation plan is to fill in, and provide positive drainage (no <br />ponding) through, these former impoundment areas. A sediment trap is being considered in the vicinity <br />of Pond 4 until Phase II bond release is approved for the corresponding watershed. <br />HYDROLOGIC BALANCE <br />Ponds and Outfulls - Checkdams (the string of pearls) CK 3, 5, 8, 9, 10, 12, 13, 15, 16 and 21 retained <br />water. The bottom of CK 20 was damp. CK 1 and 2 have silted in as designed. CK 17, 18, and 19 were <br />dry. There was no discharge from the last impoundment, and no discharge between impoundments. All <br />impoundments appeared to be in good repair. There were discharges from the West Ridge pond <br />(estimated at 1 gallon/20 seconds) and three small spoil springs and seeps. There was discharge from <br />the Center Ridge pond estimated at 1 gal/3 seconds. There was discharge from the Moffat <br />impoundment, estimated at 1 gal/3seconds, with inflow from the south inlet. Total Dissolved Solids at <br />all three discharges were measured at values greater than 1990 parts per million (limit of the meter). <br />REVEGETATION <br />Some Whitetop was noted 100 yards from the West Ridge road on the bench to CK 17, and some <br />scattered Houndstongue. No patches of dense (infestations) weeds were noted. <br />SLIDES AND DAMAGE <br />An erosion feature was beginning to develop 100 yards south of the "monument feature", south of the <br />string of pearls check dams. <br />June 28, 2004, page 3 of 4 pages <br />
