III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was an aerial inspection, flown on May 4, 2005. There were no compliance problems observed <br />during the overflight. The digital images were reviewed on May 9, 2005. Although there was no snow <br />cover, the loadout site appeazed to be wet. <br />Roads <br />The main paved haul road appeazed to be dry while the east side road appeazed to be wet in spots. Both <br />roads were passable. The guardrail was in place along the main paved haul road. The light use road <br />along the railroad tracks had puddles of standing water on it but appeared to be passable. <br />Facilities <br />There were a few lazge sized pools of standing water on the facilities bench. There was not a lot of <br />stockpiled coal on site. Fifteen rail cars were on site, four were loaded and the rest were empty. One <br />coal haul truck was preparing to unload. No signs of offsite fugitive dust from loading and unloading <br />operations were observed. <br />No problems were noted at the office azea, material storage area, shop azea and substation. <br />Hvdrolo¢v <br />There was a good amount of water in the east sediment pond, although the primary discharge tube was <br />still visible. The pond embankment and inslopes were well grassed and appeazed to be stable. <br />Topsoil Stockpiles <br />There was moderate to good vegetative cover on both the east and west topsoil stockpiles, with a few <br />bare spots on the east topsoil stockpile. No signs of gullying were evident. The collection/diversion <br />berm was functional. <br />c:/word terror/insp0505 <br />
