(Page 2) <br />MINE ID # OR PROSPECTING ID # M-2001-051 <br />INSPECTION DATE 03/07/06 <br />INSPECTOR'S INITIALS ESC <br />This was an inspection of the North Taft Hill Expansion Site, File No. M-2001-051 conducted <br />by Erica Crosby of the Colorado Division of Minerals & Geology. Eric Reckentine and Gary <br />Knox were present during the inspection. <br />A 112 Construction Materials permit was issued for the North Taft Hill Expansion Site on <br />August 1, 2002. The permit area is 51.18 acres. The poatmining land use is wildlife habitat. <br />The Division holds a bond in the amount of $470,124.00. <br />The southern edge of Phase I has been mined. A small section of the pit has been reclaimed <br />into a groundwater-exposed pond. Slopes of the pond were seeded in the fall of 2005 and will <br />be reseeded this spring. Mining of Phase II is within 50 feet of the overhead power lines. <br />Mining has temporarily ceased at this site and has moved to the adjacent Home Office Pit <br />(also referred to by the operator as the Seaworth site), Permit No. M-1977-439. According to <br />the operator, mining will resume at the North Taft Hi11 Expansion site in approximately 8 <br />years. The operator should be aware that if no mining or reclamation is scheduled to take <br />place within 180 days or more, the operator must file a Notice of Temporary Cessation (TC) in <br />writing to the Division. See Rule 1.13 of the Construction Materials Rules and Regulations <br />for further detail on TC requirements. <br />As noted above, the Home Office site is immediately south of the North Taft Hill Expansion <br />Site. However, the berm that was to separate the two pits has been mined through creating <br />one large pit. in addition, the North Taft Hill Expansion Site is utilizing the settling <br />ponds and stockpiling material at the Home Office Pit. The North Taft Hill Expansion Site <br />mine plan depicts that mining will extend directly up to the permit boundary and that <br />settling ponds and overburden piles will be constructed on the east side of the pit. The pit <br />will be reclaimed to a groundwater-exposed pond (separate from the Home Office proposed <br />pond). <br />The Division reviewed the approved mining and reclamation plan (Amendment O1 (AM-O1)) for the <br />Home Office site. The approved plan states that there will be a 25 foot buffer from the edge <br />of the adjacent property and maintain a 5.9 acre buffer area around the mining area (referred <br />to as Area F on the mine plan maps dated 7/31/87). The mining of the berm will need to be <br />addressed by the operator in the form of a revision to the Home Office Permit (see Home <br />Office inspection report for further detail). <br />In regards to the North Taft Hill Expansion site, mining is different than what is approved <br />in the mining and reclamation plan with the use of the sediment control structures and <br />overburden piles located in the adjacent Home Office Pit. Therefore, the operator will need <br />to file a revision to the permit to reflect the change in the mine plan. Also, if the <br />operator intends to change the reclamation plan to have one large pond connecting the North <br />Taft Hill Expansion Site the Home Office Pit, a revision to the permit will be also be <br />required.
