Golden Eagle: ue. 2 <br />Mr. Gorham began the inspection by reviewing map BR-2 from the bond release application. Mr. <br />Gorham and Mr. Thompson familiarized me with the release areas and the underground mining <br />areas on the map. Mr. Gorham and Mr. Thompson have been doing a very thorough job of <br />documenting individual well site location and condition. Individual sites aze being :photographed <br />and surface conditions at the site noted in a log book. We inspected several sites that are <br />representative of all the well locations which included the following: <br />South of Hwy. 12 <br />Fortner south return air site; ground water observation well site GE-44-89; SW No. 2 longwall <br />panel location where we observed minor surface tension cracks on the area above the panel. <br />These small tension cracks are representative of surface effects above the underground mining <br />areas and do no[ pose any danger, nor do they negatively impact the post-mining laid use. Active <br />compressor site GE-63-92 was inspected and we also attempted to locate surface tension cracks <br />in this area but could not locate any. Former south intake air site and site LA-245 were inspected; <br />GE-33-88/GE-26-88/GE-35-88 and E-lA wells were clustered at one site; and we looked for <br />subsidence features at another likely location without success. <br />North of Hwy. 12 <br />Sites inspected included: GE-72-92; GE-76-94; NW-3-4; GE-71-93 (an initial drill pad was <br />developed close to this site but was not utilized and is reclaimed); GE-73-93; and the 3N-intake <br />site was the last site inspected. <br />The bond release application contained appropriate and complete information as required under <br />Colorado Rule 3.03.2 including the following: newspaper advertisement and proof of publication <br />from the applicant; notice to adjacent property and surface land owners; and notifications to both <br />local and Federal government agencies as required. There have been no comments or concerns <br />submitted to DMG or the permittee to date concerning the bond release application. <br />Prior to the inspection I discussed the subsidence history at this location with OSM technical <br />personnel familiaz with the site. OSM does not anticipate the need for further technical review or <br />site inspection regarding what appears to be limited surface effects of subsidence at this site. <br />OSM recognizes that all areas proposed for bond and/or liability release are in private surface <br />ownership and these surface owners have been notified of this bond liability release: application. <br />As noted above, OSM recognizes that the industrial use areas proposed for release are approved <br />and bonded by the Colorado Oil and Gas Conservation Commission. <br />Please address any questions concerning this inspection report to Henry Austin at (303) 844-1466 <br />or a-mail to haustin@osmre.gov <br />
