<br />r=• ComPllance ~+ith Colorado Sur°ace Coal ~li:~iag Reclamation .ict <br />CRS 1973, as amended 34-33-101, et, sea., <br />and the <br />Rules and Reaulat=ons Issued Pursuant b toe dct <br />This includes a Zisu:ng of the particular provisions of tl:e regulator) Program which were <br />examined during the course of this inspection, aZd identifies enforcement actions taken <br />during the inspection For Failure to comply wit): toe Rules and P.egulat:ons, the act and <br />the permit. <br />4.02 Signs and Pfarkers <br />The mine identification sign is placed near the county road at the entrance <br />to the mine. <br />4.03 Roads <br />Roads appeared to be properly maintained except for culvert !I3 which was clogged. <br />As was discussed in the April inspection, the operator has verbally proposed to use a <br />half culvert with a grate rather than a full culvert in this location. The Division <br />has not yet received the proposal in writing. Because construction is much easier during <br />the summer, the Division suggests Chat the change be submitted and implemented as soon <br />as possible. <br />4.05 HvdroloRic Balance <br />The diversion ditch along the ranch access road above the mine had been cleaned. <br />Also, a small berm lead been placed along the outside edge of the road. The purpose of <br />[he berm is to ensure that runoff is confined to the road rather than running down the <br />out slope causing erosional problems. Information concerning the small berm and <br />maintenance obligations should be forwarded to the Division. Other diversions and the <br />sediment pond appeared. to be functioning properly. <br />Part of this inspection was to confirm mine water inflows as submitted <br />May 7, 1982 in response to adequacy comments. The mine as proposed covers three fault <br />blocks. Concern was raised as to the hydrologic conductivity of the fault zones. The <br />fault between blocks 1-2 dips at about 60°. The gauge zone is 12" - 20" thick of very <br />clayey material. No water was apparent. i"he second fault between blocks 2-3 was just <br />intersected by the mine operation. 'It too had a minimally disturbed zone 16", of clay <br />material. No water seepage or moisture was observed at this zone either. Seeps were <br />noticed in the floor of block one, first entry,hut the water production was minimal. <br />These observations confirm the information presented on the recently submitted mine <br />inflow map. <br />The Division is continuing to receive the surface and ground wafer monitoring <br />reports. <br />4.06 Topsoil <br />No topsoil stockpiles exist on site because no topsoil iaas salvaged during <br />Fast mining at this location. <br />4.08 Explosives <br />No explosives are used on the surface at this mine. <br />
