III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion.of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. . <br />This was a partial inspection conducted by Joe Dudash of the Colorado DMG. No one represented the operator <br />during the field inspection. Most of the snow has melted off of the flat facilities area and the west side of the <br />reclaimed portal bench. However, the reclaimed portal bench road and the east side of the reclaimed portal <br />bench were still covered in snow. <br />Roads <br />The paved haul road was in good condition. Some debris has fallen onto the road from the adjacent hillside. <br />However, the road was still passable. The bridge was in good condition. The mine site gate had a new lock. <br />Sins and Mazkers <br />The cable, with the attached "no trespassing" sign, across the top of the road, was up. The mine ID sign was up <br />at the top of the hill. There is a new "no trespassing" sign up on the mine site gate. Surface disturbance markers <br />were up around the mine site. <br />Facilities <br />The doors to the mine office building were open. The building was not in good condition <br />Hvdroloev <br />The Edwards Mine portal spring water treatment pond was cleaz of snow and ice. The water level in the pond <br />was about 8 inches below the horizontal pipe. The pond was discharging at about 20 to 30 gpm. The discharge <br />was dark orange in color but this discharge has been shown to be in compliance. The sediment pond was <br />partially covered in snow. The snow-covered water level in the pond was about 2 feet below the invert level of <br />the primary discharge tube. The pond emergency spillway was functional. The collection ditch leading to the <br />sediment pond had sufficient capacity. <br />The west side spring was not evident during this inspection. The east side spring was flowing at about 20 to 30 <br />gpm and was orange in color. The spring was flowing properly into the ditch that leads to the treatment pond. <br />No problems were noted with the alluvial wells AW-1 and AW-3, although the west side welt had a little <br />ponded water azound it. The low azea should be filled in or allowed to drain. <br />Reclamation <br />The hill slope just west of the reclaimed disturbed area continues to come down very slowly. During the <br />inspection, there were five small locations on the hill side where smoke/vapor was observed. One azea was <br />about thirty feet duectly above the location of the east spring. Three more areas were located in the reclaimed <br />portal bench area, to the east of the east spring location. The fifth location was on'top of the east side of the cliff <br />that stands above the reclaimed portal bench. However, there was only a very faint odor of smoldering coal <br />when standing at the flat facilities area. <br />¢(word/beaz3(insp0205 <br />
