III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments <br />also describe any enforcement actions taken during the inspection and the facts of evidence supporting the enforcement action. <br />SPECIAL CATEGORIES OF MINING: As noted above, high-wall mining was underway in the West <br />Pit (see picture on the previous page, left). <br />OTHER: The Tri-State Electric substation, located on leased land from Colowyo within the permit <br />boundary, was being expanded (see picture on the previous page, right). <br />The Colorado Department of Public Health and Environment (CDPHE) discharge permit CO-45161 needs <br />to be included in the identification list of other licenses and permits on page 2.03-13 of the PAP (Rule 2.03- <br />10).
