III. COMMENTS - COMPLIANCE Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments also describe any enforcement actions taken during the inspection and the facts or evidence supporting the enforcement action, This was a partial inspection conducted by Tom Kaldenbach of the Colorado Division of Minerals and Geology. Sandra White represented the operator. With the operator's consent, this report was issued from the Denver office. The ground was partially covered with snow, which limited inspection. The longwall was active in panel 14 Right. Hydrologic Balance The attached map shows electroconductivity values in Trout Creek on the morning of the inspection. All measurements were made within a 3-hour period from county road bridge crossings. Mine water was being pumped at site 109 into pond D (which discharges into Foidel Creek). The Fish Creek borehole (site 115) had not been pumped for about a week. The measurements I made indicate the Foidel Creek Mine was not causing an exceedance on Trout Creek of the 1,000 µmhos/cm material damage suspect level for irrigation water. (Note on previous month's (2/03) inspection report: Site 301 was mis- labeled as site 69.) Processing Waste Snow has melted from the east face of the refuse pile. The east face appeared in good shape with minor rills. The diversion ditch below the east face, RDA-2, has accumulated considerable sediment in the northern segment. The ditch appeared to have adequate capacity compared to its SEDCAD design (Volume II C, Exhibit 26 A, Appendix D, pages D-13 through D-23). Support Facilities Downhole work at the northwest mains vent shaft is in its final stages. Equipment was being removed from the site during the inspection. Subsidence There was no evidence of subsidence impacts on the recently undermined ground surface east of the northwest mains vent shaft access road. 3
