III. COMMENTS - COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any enforcement <br />actions taken during the inspection and the facts or evidence supporting the <br />enforcement action, <br />This was a partial inspection conducted by Tom Kaldenbach of the Colorado <br />Division of Minerals and Geology. Sandra White represented the operator. <br />With the operator's consent, this report was issued from the Denver office. <br />The ground was partially covered with snow, which limited inspection. <br />The longwall was active in panel 14 Right. <br />Hydrologic Balance <br />The attached map shows electroconductivity values in Trout Creek on the <br />morning of the inspection. All measurements were made within a 3-hour <br />period from county road bridge crossings. Mine water was being pumped at <br />site 109 into pond D (which discharges into Foidel Creek). The Fish Creek <br />borehole (site 115) had not been pumped for about a week. The <br />measurements I made indicate the Foidel Creek Mine was not causing an <br />exceedance on Trout Creek of the 1,000 µmhos/cm material damage suspect <br />level for irrigation water. <br />(Note on previous month's (2/03) inspection report: Site 301 was mis- <br />labeled as site 69.) <br />Processing Waste <br />Snow has melted from the east face of the refuse pile. The east face <br />appeared in good shape with minor rills. <br />The diversion ditch below the east face, RDA-2, has accumulated <br />considerable sediment in the northern segment. The ditch appeared to <br />have adequate capacity compared to its SEDCAD design (Volume II C, <br />Exhibit 26 A, Appendix D, pages D-13 through D-23). <br />Support Facilities <br />Downhole work at the northwest mains vent shaft is in its final stages. <br />Equipment was being removed from the site during the inspection. <br />Subsidence <br />There was no evidence of subsidence impacts on the recently undermined <br />ground surface east of the northwest mains vent shaft access road. <br />3 <br />
