III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a partial inspection conducted by Joe Dudash of the Colorado DRMS, Bill Bear represented the <br />operator during the inspection. The operator is in the B3 longwall panel of the west district. Selected pillars are <br />being mined in the D-seam workings. <br />Main Mine <br />The haul road leading up to the D-seam portal bench office was in good condition. The repair work on one small <br />road section of the paved road near the B-seam portal bench was finished. The guardrail was in place along the <br />road. The access road leading up to the utilities bench was in good condition as well. The slide on the outslope <br />of the utilities bench has been repaired. A berm was left to catch any rocks from falling onto the access road <br />below. Erosion control blankets cover the repair zone, followed by seeding. Some of the seeding is stazting to <br />come up. The more technical aspects of the repair work on the slide will be reviewed by the Division. <br />There was only a little water in pond B. The operator had cleaned out part of the pond but had to suspend <br />operations until later. The ditches, culverts and riprap leading into pond B were functional. The operator <br />performed some ditch cleaning recently. <br />The coal stockpile adjacent to the highway was moderate in size. The berm that keeps coal from going onto the <br />highway was functioning properly. There was a patch of thistle in the draw just to the west of the coal stockpile. <br />This thistle needs to be sprayed. <br />The mine ID sign was up at the entrance. Surface disturbance markers were up around the site. <br />Gob Pile Area <br />The gob pile haul road was in good condition. The outside berm and road ditch were in place. <br />There was only a moderate amount of water in the newly cleaned out pond C. Aond D had also been recently <br />cleaned out but it did not contain any water. Pond F was practically dry. The dischazge structures and spillways <br />of the ponds were functional. Culverts and ditches in this azea had been recently worked on. <br />Gob pile no. 2 was in very good condition. The operator was in the process of grading the refuse on top of the <br />pile. The top of the pile had positive drainage and both underdrains were properly exposed at the back of the <br />pile. The upland diversion ditch had sufficient capacity. There were no erosional gullies or signs of slope <br />instability with the outslope of the gob pile. <br />c: /word/bowie2/insp0806 <br />
