<br />III. Comments - Compliance <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any <br />enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />Thursday Jul 25 /X19 ~_1 the Divisior~e~ro~c~~cted a partial <br />inspection at the Mbun air? Coal Co.. "~. -- - "' mine. Cathy <br />Welt and Mike Price. of Mountain Coal Co. were present during the <br />inspection. The weather was cloudy at the time of the inspection. <br />The past couple of weeks have been moist due to the typical late <br />summer monsoon; the storms were short and run-off was minimal. <br />Upcoming permitting activities were discussed with the operator <br />at the beginning of the inspection. The mining permit expires <br />August 7, 1991. The mine plans to reconfigure the waste pile to <br />increase its capacity. Presently the waste pile has a maximum <br />capacity of an additional 150,000 yds2. The pile plan will be <br />revised to accept an additional 150,000 yds2 above this amount. <br />The mine intends to install an office and bathhouse building. The <br />Mountain Coal Company is planning to submit a reorganized permit <br />application this fall. <br />The inspection proceeded to the lower emergency stockpile. The <br />operator had removed all the coal from this area. The mine plans <br />to construct a concrete wall around the metal girder tower that <br />supports the conveyor structure. The new culvert is working <br />efficiently at this location. The ditch leading to this culvert <br />will 6e lined with concrete in the future. <br />The inspection proceeded to the access road to the Steven's Gulch <br />ventilation fan. The operator has improved the access road to the <br />fan area by grading and applying an additional 6" gravel base. <br />The operator has overhauled culverts and ditches along this road. <br />The inspection then proceeded to the refuse pile sediment pond. <br />The operator has cleaned out this pond within the past month. The <br />pond contained very little water. Typically the mine de-waters <br />the pond by pumping to the large pond located across the access <br />road. The mine may in the future install a permanent pipe to this <br />pond. <br />At the portal bench, the mine has placed concrete barriers along <br />the edge of the bench to serve as a safety berm. These will <br />replace the existing steel guard rails. The mine plans to regrade <br />the bench so that it slopes into the hillside to aid in water <br />runoff. <br />The mine had repaired the gullies caused by the water main break <br />by filing them with subsoil material and then the area was <br />mulched and seeded. The open coal storage area appeared to be <br />full to capacity. The explosive storage pad has had an embankment <br />regraded, mulched and seeded. <br />
