(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1999-042 <br />INSPECTION DATE 3-11-2004 <br />INSPECTOR'S INITIALS SSS <br />The purpose of this inspection is solely to observe an explosives blast of the working face inside the mine. The blast is to be a <br />trim shot for the face. Scott Waybright, DMG Mine Safety Training Program. also attended the inspection. <br />The shot holes were drilled with a 3/4 inch x 5 foot bit. According to Jay Parker, Parker Development, Inc., the company <br />conducting the blasting, the entire shot consisted of 10 pounds of powder. Because it was a trim shot, there would be no delay <br />in the detonations. When asked if that scenario would meet the requirements for blasting that were placed on the permit, Mr. <br />Parker indicated that he had no knowledge of any blasting restrictions placed on this permit. When advised of those <br />restrictions, Mr. Parker indicated that he would consider conducting half the shot at a time and that the shot would be loud. He <br />also indicated that he would obtain a copy of the blasting restrictions for this site before conducting more blasting. <br />After discussing the issue with the operator, Mr. Congdon, the full shot was set off. This inspector and one of the Forest <br />Service representatives were stationed at the residence nearest the mine site, approximately 1000 feet from the portal. The <br />shot was almost imperceptible at this location in terms of vibration felt and noise detected. DMG, USES and Swiss Village HOA <br />representatives were stationed in the Swiss Village subdivision, within line of site of the mine portal. Blast observations from <br />these personnel were similar to those specified above. A USFS representative was also stationed in the Avalanche Creek <br />drainage, just above the mine. No report was received from this representative before this inspector left the site. <br />Judging from this blast, that was a rather sizable trim shot, it does not appear that future blasting of this type will adversely <br />affect any structures in the mine proximity. Any future development blasting, where larger, deeper drill holes and more <br />explosives are utilized, should be closely monitored and must adhere to the limitations specified in the permit..
