• (Page 2) • <br />MINE ID # OR PROSPECTING ID # M-88-057 <br />INSPECTION DATE 10-5-99 INSPECTOR'S INITIALS SSS <br />OBSERVATIONS <br />This was a complete inspection, conducted as part of the Division's monitoring plan for mining operations in Colorado. <br />The site is being mined as indicated in the mining plan, except that Phase IV is being mined prior to Phase III. The use of <br />Phase III as the facilities area necessitated this change. The operator is now considering an expansion of his permit area <br />to allow for a stockpile and facilities area beside the pit, while the Phase III area is being excavated. Forms to submit an <br />amendment to this application are enclosed. The proposed expansion area is a portion of an existing pasture adjacent to <br />the west side of Phase III and IV. This area is approximately 1.5 to two acres that does not irrigate very well. The <br />landowner wants to rework this section of pasture to level it and provide better irrigability. He proposes to perform this <br />work as reclamation of the expansion area. <br />The current operation is very clean and well maintained aside from a problem with Canada thistle. The operator is trying <br />to maintain a contaminant free operation and is attempting to control weeds through mechanical means. This method may <br />take several years to be effective, but continuous pulling of the weeds, prior to seed production, will eventually control the <br />problem. Currently, the thistle is only a problem on the recently disturbed areas. Only a few were noted in the revegetated <br />areas of the dikes and pit slopes. <br />Phases I and II are completed. Phase IV has had one lift removed and has one left before excavation of Phase III will begin. <br />The operator estimates that it will take another four to five years to complete the operation. <br />Reclamation continues to proceed along with mining to keep the reclamation bond amount at a low level. Due to inflation, <br />reclamation cost estimates are scheduled to be updated every four years. The reclamation cost estimate for this operation <br />is scheduled to be updated in the next few weeks and will be forwarded to the operator at that time. <br />The dike along Devil Creek appears to be close to completion, except for grading of the northern inside slope. The dike <br />appears to be stable and is well vegetated. Several varieties of trees are planted along the outside slope and appear to be <br />doing very well.
