III. Comments/Compliance This was a partial inspection conducted by Jim Burnell of CDMG on the afternoon of Wednesday, September 18, 2002. The site was quiet and deserted. The weather was mild and sunny. Hubbard Creek was flowing strongly, with a flow estimated at 3 cfs at least. The water was slightly muddy, and was muddy as it arrived at the disturbed areas around Blue Ribbon Mine. All the signage was erected and in place. The road and gate to the site was in good repair. The path (road) to the upper bench was stable with no erosion. Vegetative growth was good, although sparse, and the grass had greened considerably with the recent rains. The upper bench was stable, with no erosion. The lower bench appeared stable, but the south side is very barren of vegetation. There was no erosion from the rocky lower access road but there was a good bit of sediment on the inside of the road next to the cut slope that had washed down from the banks above. That ditch leads into Pond 5. None of the underdrains were discharging, despite the recent rains. The ditch at the base of the slope was dry. The ditch entering Pond 4 from the south was also dry. The old coal stockpile area showed good vegetative cover by cicer milkvetch. There are also some trees and scattered grass there. Pond 4 is filled with willows and other vegetation, including alders and lots of grass. The discharge structures were clear and the embankments stable. It was dry at the time of the inspection. Pond 3 also contains trees and willows. The discharge structures were clear and there was no sign of instability on the embankments. It was dry also. Pond 5 was some mud, but the water was dried up. There was evidence of recent flow even from the clean-water ditch at the north end of the site. The road up Hubbard Canyon was in good condition and signs at the mine site were all correct and in place.
