-: <br />(Page 21 <br />MINE ID # OR PROSPECTING ID # ~ M-76-027 <br />INSPECTION DATE 10/30/96 INSPECTOR'S INITIALS WHE <br />OBSERVATIONS <br />This complete inspection was conducted by Wally Erickson, from the DMG field office in Durango, 484 <br />Turner Drive, Building F, Suite 101, Durango, CO 81301, phone (970) 247-5193. The Craig Pit is located <br />approximately 6 miles SE of Durango, on the west side of US Hwy 550, in portions of the NW 1/4 of the <br />SW 1 /4 of Section 9U, T34N, R9W, NMPM, La Plata County. The operation is approved for material <br />excavation and material processing, to include crushing, screening, stockpiling and hot mix asphalt <br />production. Affected area is approved for maximum disturbance of 18.3 acres. DMG holds financial <br />warranty in the amount of 529,229. The operation was active during the time of this inspection. Mr. <br />Douglas Conger, Nielsons, Inc., accompanied the DMG inspector through out the inspection. <br />Mine identification sign and affected area perimeter markers were observed. Mining activities appeared to <br />have affected approximately 12 acres of the 18.3 acre permit area. Operations have advanced to the north, <br />south and west permit boundaries. Topsoil and material stockpiles were located in the 4.5 acre <br />stockpile/processing area, approved under TR-01 . Elevating scraper and front end loaders were relocating <br />fines from the processing area to stockpile location in the SW corner of the original permit area. Dozer was <br />supporting scraper and loaders. Approximately 200' of highwall has been backfilled to slopes of 3H:1 V or <br />less along the NW end of the highwall. Topsoil redistribution appeared complete for backfilled areas. <br />Operator stated that reclaimed areas would be seeded as soon as possible. Existing highwall was visually <br />estimated at 40' height, 1 H:1 V to near vertical slope, and approximately 500' length. Safety fence was well <br />maintained along the crest of the highwall. <br />Two ephemeral upland drainage channels have been interrupted by highwall advance. Evidence of significant <br />erosion on highwall face was observed for one of the ephemeral drainage channels. Pit exhibits internal <br />drainage, eroded sediments are retained within pit area. Reclamation Plan states that highwall will be <br />backfilled and graded to 2H:1 V slopes, topsoil replace to 6" depth and seeded with Western wheatgrass, <br />Pubescent wheatgrass, Streambank wheatgrass and sanfoin. Reclamation Plan does not address how upland <br />drainage will be conveyed across 2H:1 V slopes to control erosion and siltation and ensure stability of <br />replaced topsoil. Reclamation Plan needs to be revised to address conveyance of upland drainage across <br />2H:1 V slopes to control erosion, as required by Rule 3.1 .5131, and to ensure stability of replaced topsoil, as <br />required by Rule 3.1.9151. <br />Approximately 5 acres area beyond the SW, west and NW permit boundaries have been disturbed. <br />Disturbances, located adjacent to the permit area, included portable hot mix asphalt plant with supporting <br />yard facilities, material stockpiles, truck scales, and fuels storage area. Fuels storage area spill containment <br />sump and berm were lined with impermeable liner. Additionally, processed material was stockpiled on the <br />highway right of way, along the east side of Hwy 550. Operator indicated that adjacent disturbances were <br />created to support Hwy 550/1 60construction contract, were not associated with DMG permit activities, and <br />that reclamation was assured by existing lease contact with landowner.
