III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Trinidad Basin Mine for the month of March, 1998. The <br />permit was revoked and the bond is forfeit at this site. <br />HYDROLOGIC BALANCE: Due to very muddy road conditions, the southern end of the mine could <br />not be inspected. Ponds 15-P11, 15-P12, and 15-P8 are in satisfactory condition. These ponds had <br />water in them but were not discharging. Pond 1 5-P1 is almost completely filled in with sediment, <br />as well as the main inlet ditch. The pond had approximately 12" of water in it but was not <br />discharging. There is a large piping hole in the face of the dam that measures 3' in diameter. The <br />exit hole on the outslope is about 8" in diameter. The Dam will probably wash out with the next <br />significant rainstorm. In addition to the hole in the pond face, the primary trickle tube outlet has <br />been piping as well. If it were not for the other hole in the pond, this outlet will probably fail within <br />the next two rainstorm events. I strongly recommend that this pond be repaired within the next 45 <br />days. <br />ROADS: The access road to the southern end of the mine was extremely muddy, however, I was <br />able to get to the section of the road that has been repaired with rock riprap fora "stream" crossing. <br />This section of the road has been mentioned in previous reports and it has made it though the spring <br />runoff, however, it too needs significant repair if the road is to remain as an access to the distant end <br />of the mine. As there is not a lot of bond money remaining to conduct repairs to the site, any money <br />left after the reapir of Pond 15-P1 should be utilized in attempt to stabilize this access road. It is <br />unlikely that this road will ever be in a condition that could withstand any significant thunderstorm <br />given the amount of bond money remaining, therefore, consideration to removing it may be in order. <br />
